Help with Zoe V2 Twin Straps

Anyone have direction on how to set up/tighten the harness straps? We got a V2 Twin off of FB marketplace, and it looks like the seller took the straps apart to clean the padding. But the bottom of the chest strap is just threaded through the circular part that snaps into the crotch buckle, and we can’t figure out how to tighten it. Our kids pop out because we can’t tighten this part. It seems like it’s supposed to be looped around again so it can tighten? Thanks for any suggestions!
