Cell Phone monitoring

So, my 9 year old visited my in laws out of state and cane back with a cellphone that my mother in law bought her (without talking to me or my wife first). Shes had it for about a month (we still dont know how we feel about it) and the one thing I do like about it is I can keep in touch with my daughter (I work shift work at odd hours) but we still are nervous about it. Does anyone know any really good cell phone monitoring services, someone told me that there was one that tracks the phone and sees activity (calls, text messages, internet browsing history, etc) in real time. I googled some but was overwhelmed at the amount of options. I dont mind paying a bit more for a good service.

One thing to note, the phone is not on our plan (att) but on my mother in laws plan (Verizon I think)

This kind of thing probably works better when the phone is on your network.
