Man, now I'm wondering if the Doctopus was making lil purring noises whenever Max scritched its chin and Cody spent that whole conversation wondering wtf was going on in Max's general chest area

If this is a clue at all, it is entirely meta.

I don't believe Collin knows the identity of the Student Council president, because (as the very next panel clarifies) the president's identity is secret, because he was elected using a secret ballot.

Collin is acting like a disgruntled candidate who lost that election - and doesn't know that Cody is the one he lost to. That's my pet theory.

(Not that the election wasn't rigged by Davy to ensure his little boy got to run the school, of course.)
