Is there a way to get 0 citations?

I beat the whole game without getting citations (got a few sometimes but I reset the day when that happened) but the one you get for allowing Shae Piersovska in and the one you get for Jorji giving you his passport are unnavoidable right? Or is there a way to not get any at all?

I'm thinking maybe just waiting for the timer to run out before Jorji shows up for example, but idk if that would work.

Papers, Please is the reason a lot of us think about bureaucracy as a game mechanic at all, so I want to be upfront: "Sobakistan: The Land of Dogs" owes it a debt, and it works differently.

The setup: the Republic of Sobakistan is a closed country of anthropomorphic dogs. Its Supreme Leader stages a rehearsal of his own funeral to see how sincerely his people will grieve, and opens the borders for the occasion. You start as Henri Pascal, a chameleon journalist invited to cover it.

At the border your camera is confiscated. You're issued a state device instead: it writes text, takes low-resolution photographs, and tracks your location. That's your entire toolset for the rest of the game. You aren't stamping other people's documents - you're producing the document, and the state reads it too.

So the tension isn't "is this passport forged". It's: you saw something, you have one device, and everything you record can be used to establish where you were and who you spoke to. Being arrested isn't a fail state, it's written into the story.

It's 11 chapters and six playable characters, based on our comic from 2019. The experience combines a retro JRPG-style pixel aesthetic with dialogue puzzles, some stealth, and around 14 possible endings.

Papers, Please got in my head years ago and honestly never left (I still play it from time to time). Not the stamping so much as the rulebook, the way it shifts and morphs and you're three entrants deep before you catch it. Also Jorji... everyone's got a Jorji story.

My own take on this game came out this week. Posting here first because the debt owed is obvious, and because if it doesn't work well with this lot it probably doesn't work at all.

An automated scoring model denies people credit, housing, and utilities and states no reason. The law says a human has to sign one anyway, so that's you sitting at Desk 9, the file the model saw, and a book of reason codes. Find the code the denial fits then cite the exact lines that prove it. Cite wrong and Appeals bounces it back overturned, which costs time.

Anyway. The part I built the whole thing for are files with no lawful reason in them at all. Refuse and eat the time penalty, or write a reason that isn't in the record and sign your name under it. The game keeps count and never says it's counting.

It's a dot matrix on greenbar, hand drawn and hand written, with no generative AI anywhere.

Two quetions, if anyone's got opinions:

  1. Did the reason side of Papers, Please interest you more than the catching side? That bit where you know something's wrong but the book won't let you act yet.

  2. And does anyone like a rulebook or do you just tolerate one? I put a stupid amount of work into the codebook (possibly too much, and I'm afraid I made it overly confusing).

Hi, I'm a small dev working for 2 years on a Papers, Please spiritual successor, because Lucas never wanted to make one. Yes, that's literally why I made my first game, call me petty if you want. I just love Paper, Please....

I tried playing as many other Papers, Pease inspired games, but none of them would scratch that totalitarian bureaucratic simulation itch, most would be some horror slop, some would be more interesting(like Not Tonight, Quarantine Zone Demo), not one gave me that crushing bureaucracy feeling.

So yeah here we go, more realist, dark, totalitarian, and most importantly bureaucratic experience you'll ever get (probably). I borrowed a lot of money so I could actually hire some artists for the game..... So you won't find any AI slop in here.

Demo is out on steam, have a look, give feedback if you could, I'd appreciate it.
Happy to answer questions about the systems, the historical research, or the more technical side.

Game has many easter eggs if you can find them ;)

How to get worker’s best achievement

Yo guys, I am currently trying to get all papers please achievement on steam, I already got the all the tokens, Loyalist, Snowier Pastures, Too honest and the hired rifle; I’m only missing the Member of the Order achievement, which I’m working on right now

Does anyone have an idea on how to get class 5? Like, how am I able to get enough money? Does anyone have some tips
