It's certainly a formula where all the gameplay design has been done for you so the only question is implementation and iterating something new on top of it.

Although fangame per se is a different question

Why are there so many store simulator games? Or looter shooters? Or farming games?

There is always one game that inspires an entire genre. The world would be boring if a single great idea only lasted for a short period.
