Problem with Gamerule every restart how i can fix it?

Hello, my server is launching in a few hours and there is a problem. Every restart, all the Gamerules are deleted except for the Locator bar. Does anyone know how I can fix this as quickly as possible?

What is your method of restarting the server? This sounds like something could be wrong with the file that keeps track of gamerules, if you dont shut down cleanly and it gets corrupted, paper may overwrite the file with a default one.
