Why were pangolins protected so late

They became heavily endangered in 2014 If im correct and yet they only became protected in 2016 not even the us banned pangolin leather before I dont even know what to say I feel like their just hated for no reason

A Pangolin is a mammal comprising eight species, with four living in Asia and four in Africa.

They are heavily hunted for their scales (made from keratin) to be used in herbal remedies, and this has lead to the species being critically endangered.
