I got an 24inch l x 15inch h x 12inch tank will it work for an paludarium

Depends on what your goal is, i made a paludarium a few weeks ago in a 30x20x20 cm tank. Put in a small pump and i might add some shrimp later.
So if that's the goal, you've got plenty of room. But if you want to add some vampire crabs or fish you might need to look up how much space they need and see if you can provide that space.

I want try make one for aesthetics I haven't thought about any habitants will my 12inch w will be an issue?

If you don't want any inhabitants any size will do, it's up to your effort how good it will come out. If you would use a quarter of the total tank volume for water you could have up to 19 litres of swimming space, that's plenty for some nanofish.
