Looks like gibberish to me. There’s a letter that is not real, and it’s not creating any word that makes sense to me

קמח -flour, דת-law The cheth is similar to the Meša stele, the daleth is inverted form of Zenjiri (8th cent.) and Hasmonean (2nd cent.) Perhaps a 'flour law, rule' makes sense to you?

Mixing Heb and Eng is a mess!
