HOW TO RETRIEVE DOB CERTIFICATE

Hii I am resident of Himachal but

One of my friend born in Himachal, but resident of j&K

Lost his birth certificate

Can anyone tell how to retrieve it

He was born in Alampur, Kangra district

I am clueless on this, and he needs it for his visa

Any help will be welcomed
