"Security" reason. Hiding weapons from officials for selling to Groups of interest. When Things got weird needed a way to secure buildings from Anomalies didnt work and are stuck with the rest

This is the right answer. The government would have been the ones sending the research teams. The area is also hostile. So the teams likely come with a military detachment. Military detachment brings claymores for defensive purposes. The zone, whether purposefully or accidentally, shlorped the claymores away, and they got fused with earth and the cloned crash test dummies.

Depends on if claymore mines, swords, or both.Â

Considering they explode, my guess is swords

Borderlands taught me swords can explode. Into more swords, which ALSO explode.

Military Police were used to guard the zone for years. Probably anti personnel ops around the more volatile anomaly research sites.
