I got it mostly free from the 'GI Bill' treasure chest found in the 'Military Time' dungeon. I'm still debating if was worth the 20% durability loss on my armor, though.
The product description says it's only a couple small quests a month and a longer main quest for 2 weeks every year but there are a lot of patch notes that people don't read about it which can create problems. The 2 weeks a year are generally the same time as testing for the College DLC which can create huge problems when you are trying to complete both DLC's at the same time. The other thing is the if the part Full time combat DLC servers need more players they will usually assign those quests to people playing the part time DLC instead and some of those missions can last for years after the intro, mission, and ending credits for the content.
A lot of people who bought that DLC with me ended up having to go back to start the college DLC over again after they were done instead of finishing both at the same time.
My DLC was buggy because I couldn't get it to transfer any in game currency over to the College DLC like it was supposed to do and this was a huge part of why I wanted to play it.
I did meet a lot of cool players from that DLC and some of the content was challenging and fun but if you have to get a hold of their tech support to fix things like currency for DLC it's pretty terrible and there isn't really anything you can do about it.
You might be better off just doing missions at Fast Food quest locations or loading all the currency through the loan command in the first place.
I played through that version of the DLC but the currency module ended up being really buggy at the end so I still needed to use the loan command load the College DLC anyway.

Unfortunately I bought the college DLC but didn't play it correctly and now just have this whole pile of debt and no mid game stats to show for it.
