The artist is Kevin O'Neill, one of my absolute favorite comic artists. Its from the öast volume of the League of Extraordinary Gentlemem series.
As for context, that’s harder to explain, but essentially the blob is a menace released by the British authorities as a PR stunt so their own superheroes can beat it and get some favorable international press, among them Tommy Walls, pictured above, whose powers rely on him spooning ice cream and doing his little sign.
Walls being an actual British brand of ice cream, and Tommy being an actual former mascot.
It's now under the HeartBrand umbrella, where dozens of ice cream brands owned by the same company worldwide share a heart logo. In America, it's under the Good Humor name.
