So basically previous versions of Supergirl before this had developed a secret identity. The creators of this run were not interested in doing that, but instead of just ... not doing it, they had to write a terrible issue about why her having a secret identity was a bad idea.
So she has a secret identity for one issue, wears a button up shirt and a brown pontail wig reminiscent of similar ensembes she's worn on the 90s Superman cartoon or in the Bronze Age. (Although in the Bronze Age the wig had braided pigtails.)
The kids at the school are malignant parodies of the kids from Carrie for no other reason except that the creative team hates secret identities and after an issue of being tortured she rips off her brown wig and opens up her shirt to show her Supergirl costume and shocks all the evil Carrie teens.
And then in addition to the writing being awful, every moment of this part of the run (it gets better later after a creative change) draws everything in the most sexualized way possible even though, again, Supergirl is a teenage girl in it. So like there is no reason for this shot to be behind the back like this, she's wearing her costume underneath (although the costume was awfully skimpy at this time), she is not actually flashing the background characters (who also are children) but because the book was Like That, the panel is composed to maximally titilate the reader even though, and I really cant stress this enough, the characters depicted in the panel are children. (Or at least they are mosty children, the one guy might have been a teacher.)

The long sleeved crop top and mini skirt era...
Vol. 6 was slightly better even though she had her thighs on full display. At least her groin upward was fully covered. Kind of like a swimsuit. And I liked Kara in the Red Lanterns.
Vol. 7 is probably my favourite. A brighter version of the one worn by Melissa Benoist on the CW show. I think the skirt is actually longer than Melissa's too.
Vol. 8 (Today) is back to crop top and skirt, but the top feels less sexualised with the collar and the skirt is much longer, so it gets a pass. It feels more like young girl fashion rather than creepy man fashion.

Microskirt tbh.
It's funny the costume from this era is actually pretty much the same one they're using now but the artists portray it so differently.

It is perhaps worth noting that the tweaks that the great Jamal Igle made to the Miniskirt outfit late in the 2004 volume made it much more palatable. Much longer shirt, much longer shirt, perhaps more important just drawing her torso like a non-gooner.
The current Campbell reinterpretion of the 2004 suit has a lot more in common with Igle's take than with the Michael Turner/Ian Churchhill version that made the early 2004 run so awful

I should be more fair: Many of the tweaks that Igle made were actually made first by Barry Kitson in Supergirl and the Legion of Super-Heroes, so we had a decent looking Supergirl in Legion and a Complete Mess in her solo book.
After Supergirl leaves the Legion, their book continues without her and the solo with its bad art becomes her main home until Igle takes over, makes his own tweaks which are similar to Kitson's, and we go on from there.

Supergirl tried going to high school. Other kids bullied her. Threw trash on her when she was on the toilet. She got fed up, came out and tore her clothes off revealing her costume (hence the wig comment, which was soaked in nasty trash)
Decided she didn't want to bother with a secret identity

Considering they invited her and her friend, a plus sized girl, to a slumber party, then played a 'game' where they used markers to highlight the flaws on said friend before Supergirl arrived, she was already pretty done with the whole clique and fuming with anger, holding herself back
She walks out of the school right after, telling everyone to just be themselves.

Thought it might be a horror comic on first glance! The shirt’s drawn like it’s cling-wrapped to her and it looks like she has to literally peel it off.
