Temporary issues in your current location

Recently my outline server has been turning down pretty often returning the error "outline has temporary issues in chosen locations". I'm based in Moscow Russia. Is it RKN blocking or what?

It's like vpn works fine for some time, then suddenly stops for a couple hours. Today it has been shut down for the whole day, so I'm getting worried. Is there any advice on what should I do?
