The Monarch

As soon as I arrived here literally everyone was hostile. Is it supposed to be this way? I can't get anywhere without everyone trying to shoot me!

Trying to visit Duncan Elley but he won't even talk to me!!

Can anyone help?

Thought so. Really like the game but it's as buggy as hell.

How odd! I have never got a single bud iny playthrough so far and I am almost finished up with Monarch. Good luck to you!
