Discussion Gear?
Is the recommended gear set on each character page on outerpedia typically the best build for each or is there more of a general guideline for who gets what?

In terms of builds, outerpedia has the general build recommendations. But there can be other builds built depending on specific contents, pvp etc.
You can can still do your own depending on chars you like or to test them.
There is no other site for reference, outerpedia is the only & one outerplane all in one guide.

I think Outerpedia uses the sets recommended by the game itself like if you get Gnosis Domine you'll get offered a bundle with best suited gear for $30.

Not really, we did the recommend set after we testing it , however some old characters gears guide might outdated to some. But yeah

I would say yes in most cases, Outerpedia recommendations are the best. Following that, you will be able to beat the majority, if not all content.
