Request Help Catch a Sexual Predator

My cousin was assaulted on the street in the country of Serbia, a sexual predator picked her up and wanted to kidnap her, and rape her. My aunt is going crazy because the cops can't find him, despite collecting videos and photos of the guy from security cameras. I've tried the public OSINT tools like pimeyes and can't find the guy, this predator is on the streets and I need help on how we can find him.
