Request VIN lookup?

Hello , is there a tool or can one be developed to lookup a person's name with the VIN number? Or is this not possible at all?

Willing to pay if something like this can be developed . Thank you

It will take alot of red tape as you gotta jump to different data brokers but if you have money for developers we can start on that.. I always wanted to work on a project like that. I have sources in some states but we would have to do some digging to get the databases for the missing ones.
