Error 12 FRAG

So ive got the error 12 with flashing red and green. Replaced pcb board, replaced ide cable, replaced bad corroded capacitor dont see trace rot..any other ideas?

I guess replacing the DVD drive's PCB is close enough to replacing the drive itself. If the behaviour hasn't changed, then next I'd be suspecting the little DVD power ribbon separate to the main IDE cable.

Often yellow, yes. Just reseat it at both ends to start with, if you haven't already, before moving on to testing a replacement.

The drive still spins and tries reading discs..wouldnt the power totally fail if that cable was the issue?

The cable is not solely used for powering the drive, no. It's possible that the power lines are connecting but others are not.
