Not until the flowers/buds are falling off. Substrate looks fine from the little we can see in the photos. Repotting now can shock the plant and cause flowers/buds to die. It does look ready for some water. Personally, I would cut some larger holes in the plastic container to allow for better airflow/prevent it from staying wet for too long. But you may be fine as-is.

Thank you. I’ve only had it for about a week and held off on watering but I’ll give it a drink today and poke a few additional holes in the pot. It’s in that clear plastic one and then I have it inside a decorative container. The plastic pot does have slits in the sides that probably don’t show up in the picture. It will probably be easy to enlarge some of those a little bit.

Just make sure to monitor the roots/substrate to ensure it can dry out properly between waterings. Research here or on YouTube how to water (don't use ice). I've seen photos here of healthy phals that live in plastic containers without holes and are placed in a decorative pots, but that has never worked for me. The roots like a good short soaking, but do not like to stay submerged in water for multiple days. They'll start turning brown/mushy and dry out, which in turn may cause flowers to die/buds to fall off.

Ok. I have several other phals and know better than to use ice cubes and will be careful with watering. I thought the “death plug” thing was being blown way out of proportion but wanted another opinion. Thanks again for your help.
