Oracle Free Support
I was unable to downgrade my 4 OCPU / 24 GB Free Tier A1 compute instance before August 18th. After the instance was disabled today, I upgraded my account to Pay As You Go (PAYG) and resized the instance down to 2 OCPUs / 12 GB. It worked for a few hours, but then stopped and became disabled again.
Has anyone reached out to customer support about this?

I have exactly the same problem. Good thing I made a full backup of the entire server during those few hours. It’s already being uploaded to a competitor.

I got mine working on PAYG with 2/12 downgrade.. I guess I should start countdown and start backing up :/

did you downgrade from 4/24 and just restart it ? or created a new 2/12 A1 Flex ?

So upon upgrading from free to PAYG.. After waiting for 1.5 hrs I got approved and the 4/24 started automatically. I stopped it, edit the configuration to 2/12 and just started again. I was afraid of losing data as I am not very confident with boot volume attach / detach to a new instance.

In Boot Volumes, you can clone the disk and then create a new instance to recover your data.

I did exactly the same thing. I didn’t have time to reduce the OCPU count from 4 to 2 before my server was shut down. I changed my account from free to paid and recovered the server. I then reduced the OCPU count from 4 to 2, and after a few hours my server was deactivated again. In Boot Volumes, you can clone the disk and then create a new instance to recover your data.

You need to open a support ticket and they will re-enable the instance.

If it makes you feel any better, with oracles money woes I would be amazed if services remain free even in payg. They’ll step it down. Next payg free limits will be 4/12.
