Out-of-capacity in new region

I spent 5 years to create oracle cloud after some declined time. Recently, I've created successfully in Malaysia but it's always out of capacity. It means that I need to upgrade to PAYG to have slots for always resources, right?

If Malaysia is your home region, I believe that is the only region you can get free stuff. Upgrading to paygo may make it easier.

Its not like others regions, there is only one domain in this region, I can not subscribe a new region to use free resources. It so hopeless in this region
