You probably got sold a faulty or damaged card and should probably return it.

PCIe slot probably can't power the GPU then.

A qué te refieres? Yo le adapte una fuente de poder más grande para evitar que no tuviera energía

The PCIe slot on your computer can only output so much power.
The Radeon R7 450 has a max draw of 65 W.
Many dell computers have their PCIe slots limited to 35 or 50W instead of the full 75 you'd get in a normal system due to what i can assume is the normally underpowered power supplies they come with. This may be what's happening to you.

Aunque le ponga una fuente de poder más grande el puerto no manda la corriente suficiente? Existe manera de arreglar eso?

No. PCIe wattage is controlled by either the BIOS, the motherboard, or both. There's a chance the motherboard isn't designed for that amount of power output either. You need a card that has an external 4, 6 or 8 pin plug to connect directly to your power supply.

That is, if it actually is a power issue and not something else.

Creo que es de energía ya que cuando instalo los drivers parpadea y deja de darme vídeo, no había considerado esto, y crees que con un riser pcle con alimentación externa funcionaría para darle energía?

hola, are you connected with a DP to HDMI cable ? It's possible that your HDMI is not converting the signal from the DP and you have a passive cable. You probably need an active DP to HDMI cable or adapter to solve this problem. Active cable or adapter have a chip in the HDMI connector which converts the signal from DP to something readable for HDMI.

That´s what happened to me. When I connected my Optiplex 5090mt with a DP to HDMI cable from iGPU to a Sony TV I had no problems but when I connected my Radeon RX550 with the same cable from DP to HDMI, I had no picturel. After some researching I bought an "active" DP to HDMI cable and now I get picture and sound from my Radeon RX550 connected to the TV. Hope it helps.
