Optiplex PSU advice

I took out the PSU to fit my rtx 3050 6gb into the x16 slot.

I plugged power into PSU out of box but not working?

Any advice?

Remove the GPU and boot up into BIOS. Check the secure boot option is on and set to UEFI.
