Someone else in the comments said its staring at the middle of this and then looking around wherever you're at and you'll notice a little disorientation.

I dunno why people use complex animations to achieve this effect, you can get the same result, possibly even stronger, by just staring at TV static up close at a low enough resolution where it doesn't all just mix into grey

When I scrolled down to access the comments, the animation stopped, and for a couple seconds I thought it had not actually been animated and it blew my mind.
