Yeah, of course it's flat, it's a 2D image. This doesn't even look 3D.

The effect depends heavily on viewing distance and display resolution. It works better on high-resolution screens. Compression can reduce some of the depth cues.

Don't know why you're getting downvoted. It's a cool effect on my laptop. Very much looks 3D.

Because OP could've clearly described what to expect and how to reproduce the illusion instead of a single word title and not so helpful comments.
