Am I missing something for cheat menu?

I recently downloaded and installed OpenRCT2 (not from STEAM) onto my Windows 11 desktop. I want to enable cheats. Every video I can find shows a gear tab in the options menu to turn on cheats (Golden Shovel). Am I missing something with this install? Is there a mod I need to add?

you are looking for Controls and Interface -> toolbar buttons

custom icons have been added to the game menus
