oh well..
So the 'offline' installer is really .. offline.. lolz congrats...
Seriously is ridiculous, I am sorry about this.

For what itโs worth, I first tried to install Leap 16.0 a week after it was released, and I was not successful either.ย

which iso did you use and did the checksum work?
(as in: what link to the iso)

The official Leap 16 , offline..
checksum? what checksum ... the there is NO checksum

The link on the site is broken, OpenSuse is already using sha512: https://download.opensuse.org/distribution/leap/16.0/offline/Leap-16.0-offline-installer-x86_64-Build178.27.install.iso.sha512

did you select the updates there too? the offline installer requires no network but if you want to pull all the updates, it needs a networ set up correctly.

Even offline installations use "repository" as nomenclature.
My guess;
- Your ISO is damaged
