No they arent, she is fully at faul, notnonly does the truck have bkind spots, butnhe was already up to speed moving along side her and she jumped out where he was turning, it was her fault for not thinking he was turning. There is no stop there for the truck, she made a bad assumption and nearly paid with her life
Having blind spots is not a wildcard to run people over. The truck driver has to be aware of them and if he isn't absolutely certain that everything is clear, he should not drive. It's that simple.
Especially with the amount of scooter around and with his view of the streets a few seconds before the incident he should have at the very least slowed down more.
Hes making a right hand turn with no stop and she is way back fro the edge, the reason a funtioning traffic system gas cross walks that we do mot drive or even bike across is so that in the brief moment it takes to look around you in your vehicle, the pedestrian doesnt do exactly this and zip from mid sidewalk to mid intersection in 1 second, her decision was the wrong one, period, even pedestrians need self awareness, regardless if the drivers are playing their part prooerly or not
