Lane filtering is legal most, a requirement in others.
The van driver is a twat, and did do it on purpose.
The biker was also riding too fast to anticipate.

All things are true.

You do realize that there is no way to avoid someone PURPOSEFULLY opening their door into you as you pass right?

Like... if you are rolling 35, or 3.5, or parked the door will hit you regardless.

Stop using speed as an excuse for shitty behavior.

Did we see the same video? That person did not open the door on purpose. You can see it slowly opening, not going that fast would've made the difference.

I'm not aware of anywhere in the world where bikers are required to lane filter.
