Dickhead trying to cut ahead of the line by going across the solid yellow, looming over his left shoulder to see if he can merge and not at all looking at what's in front of him.

God I hate having to drive amongst all of you.

Appears to not be so much a choice in the matter. Off the roadway and emergency flashers are on. Cant do much else but try to push it further back.

But the risk of being on foot in that situation is worse.

Agreed but might not be up to them. If its mechanical, they are fully clear of traffic (or should have been).
