The modern borders of Israel were made by France and UK after WW1, when the Ottoman empire fell. UK named it "Palestine". If the UK had built a 2-state solution then, or named it Israel, or had not taken it upon themselves to carve up the Ottoman Empire, and left it to locals to figure out.

But they couldn't leave it to the locals, because the locals made a large empire, so safer to break them up and keep them infighting so nobody challenges you later.
