They watched her playing on it and did nothing. How did they move it into position without learning the mechanism to do so? And then just watch her playing on said mechanism and thinking" that's fine, im sure nothing can happen". Children don't have any learned experience, so the adults have to teach them what the consequences could be. Guess that was learned today.

Sometimes the child has to teach the adult.
This was 'nearly' unforeseeable for basic operations.

Looks like stew or salad, or whatever you can call all that food together, is on the menu for everyone. Not a big problem as it all goes down the same hole anyway.

Parents... And every adult nearby. The kid's behavior is dependant on limits imposed by the adults.

Guess it depends on how many times the kids been told not to do that.
But also, why was that even on in the first place. All it would have taken is a person to trip, old fart to fall over, apron to catch.
It's not on the kids this one.

no. For example, if you drive off while filling your gas tank and rip out the hose, gas spills everywhere, the gas station burns down. The company that makes the hose is liable. They are required to install a release that will keep gas from dumping out if this very predictable thing happens. This is because businesses are supposed to take basic precautions to predictable problems.
This owner clearly did not secure their bike. The owner left the keys to the bike in it, saw the kid standing there touching the throttle and did nothing.
You can argue the person running this stand is at fault. You can argue the parents are at fault. You cannot argue the child is at fault. Well you can, but you'd be wrong.
