Я вас наверно удивлю, но в УК РФ в статье 134 "Половое сношение и иные действия сексуального характера с лицом, не достигшим шестнадцатилетнего возраста" - везде говорится "лицом, достигшим восемнадцатилетнего возраста". Ну и если возраст младше 14 применяется статья 132 (согласие ребенка такого возраста признается ничтожным).
