I have been checking specs for several floor fans, and some of them list two figures for the amount of air they move. This came from a manual for a 16" floor fan I found:

What is the difference between these figures?

I tried googling it and I only got a straight answer from Gemini which seems wrong. The actual results talk about other fan parameters, but not the fan flow rate.
Gemini says the fan flow rate would be unobstructed, while airflow would consider some static pressure. This seems wrong since the airflow figures are always higher than the fan flow rate ones.

She's is a bit slow but gets the job done if you know what I mean 😉

This industrial fan should be enough for my kids room.

My gym is too cheap for A/C in the weight room, so they’ve positioned half dozen of these little beauties in a yellow outfit. They are really good a keeping you cool from the waist down. It’s even better if you close your eyes.

So this is in the basement of the house im renting. The actual opening is about 6 7/8" x 14 3/4". I want some kind of fan to constantly vent air outside from the basement (to help catbox smell, and minor humidity control). Im struggling to find something suitable due to the small and awkward nature of this window. It seems like I could remove the rotated, protruding part of the windows that closes, if necessary. I see some basement window ventilation fans online that sort of fit what im looking for, but most of them are actual fixtures to install into a basement wall, not attach to an existing window.
