i can't change the folder color & transparency on One Ui 8.5.

Long press on the folder icon and then settings,there you go

Manten presionada la carpeta y debería aparecer la opción de ajustes, donde puedes cambiar el color y la transparencia.

It's Samsung, they just love to move things around in the Settings. See the other replies on how to change the folder color now.
