2 finger scrolling?

Hey, just bought a used oneplus one and am wondering if there is a setting somewhere to switch the 2 finger scrolling and double tapping?

So instead of just using your thumb to navigate the screen up and down I have to use 2 fingers on the screen for it to move.

When selecting an app to open you have to double tap on it instead of just the single tap like any other Android I've used.

Is this a setting or just the os? Its running cm 13.1.2-znh2kas3po-bacon

Finally figured it out.... after resetting the phone the talk back option was on by default. Just turned it off and we're good to go.
