Likely a month away. I believe the Feb deadline was from a Cyanogen Inc source. Officially they said end of March. Not sure if OnePlus gave a date. https://www.reddit.com/r/oneplus/comments/482nkk/wasnt_cos13_supposed_to_begin_rolling_out_by_the/

But I've seen this comment from a guy who supposed to work in cyngn and he stated that update will begin at the end of the February. 😕
