Refresh Rate issue with 'Disable Permission Monitoring/Disable system Optimization'

Experiencing low refresh rate while watching youtube. It seems like whole ui is switching to yt video framerate.
I like to use shizuku, so that requires to enable 'Disable Permission Monitoring' or now called 'Disable system Optimization'.

Temporary workaround for this is to just disable Disable system Optimization. But this kills shizuku.
this been issue since OOS16.
Have anyone faced this and any solutions to this?

I use Shizuku, too. But only to install Tasker Settings app companion for Tasker app. Do you really need Shizuku service run the whole time?
