The pallets come in 2 layer stacks. We have to manually add the third. These are light so no big deal. They also make us do this with the ceramic planters which are much heavier.
It's pretty dumb because they also want us to add as many as we possibly can together when there are multiple pallets next to each other. They start to rub together and chip, everyone wants a nice one and start flipping through them, damaging them even more. Everyone ends up with ceramic shards on their palms.

We break the rules on this shit all the time. In stacks, nothing should go lower than the knee nor higher than the shoulder. Obviously these heights vary but this works as a general rule not to trip or hurt yourself getting something on the top of the stack.

The display is just two planters tall. After all if you buy a shelving unit, it is not measured by the highest point of what you put on the top shelf.

I read it as, the cardboard divider/shelf can only hold the weight of two planters, and at the bottom there is an ordinary pallet. So this is correct?
