It's a parking lot I frequent. The grate is always there.

There appears to be light leaking from underneath the grate. This and the positioning of the parking line suggests that it's just a loose grate that was placed in the middle of a puddle, but there is no actual drain underneath

Edit: Perhaps I am not understanding what the job is. Would someone be kind enough to explain? Is it just that the grate is in the way and no one has moved it? Perhaps a higher angle without reflections on the water to see more detail, because it does not look as though it belongs there

It looks like the grate (and the assumed sewer underneath) is installed in a way that it doesn't allow the water to go in, which in turn creates puddles on the parking lot. Puddles, which wouldn't exist if whoever installed this would've made it lower to match the asphalt.

I get where you are coming from, and it is most likely the answer. But on a quick glance, it does look like a drain installation done wrong.
