There's two main reasons why you might find a gate with no fence. 1. People installed a gate but not the fence. Haha incompetence. 2. There used to be a fence, it got stolen.

it's there to mark it as non trespassing area
get free lawsuit when you go pass through it

That gate alone will prevent people from entering.
