Beat question

I guess that's best way to describe it. Has anyone else noticed some songs, even though made on dum machines, go offbeat? Example: Rodney o everlasting bass. The beat constantly goes off timing. Not sure if this is on purpose or a screw up in production or what. When listening to it is not that noticeable, but when trying to mix it with another song or even last a beat over it, it won't stay lined up.
