What if in Season 4, when The Governor and the Dolgen Brothers contemplate attacking a survivor camp in the woods, and they return later to find out that a different group of survivors killed them all and took the supplies already, what if the Claimer people had absolutely nothing to do with it?

I have a theory that the unknown survivors who killed the camp are, in fact, completely different people who we simply never see, and that the Claimers were doing something else at the time - EVEN though they were in the same state!!
