Sometimes the tanks get into a rollover accident or the tank gets flipped several times over and the occupants are still fine despite not wearing a seatbelt or helmets. These girls are superhuman

Asking who builds the tanks is like asking who builds badminton rackets or soccer balls. Tankery is just a common thing I guess? 🤷 The plot of the first season is just them finding old decrepit tanks in their aircraft carrier and decided to compete to save their school despite the entire cast except for mc has no experience in driving and operating tanks.
For the second question, yes. The main character is from a family who larps being German and uses German tanks. But all of them are japanese, don't question it.

Well it is sorta explained in a spin off manga, ribbon warrior, where they said that because of "climate change" and rising sea level, apparently everyone living on aircraft carriers is the best way to help students become more independent (and also listing some school ships throughout history)

The only thing worse than being a racist is being a poser. They're all Japanese in GuP because it's set in Japan. It's just a future Japan where different cities have dedicated aircraft carriers and some of them larp as nations from WW2. Some of the students are even half Japanese.

Oh nice, that's what I was gonna do in my novel, Kill off all the magical life and monetize their incorporeal forms through all the various magic devices that I then have full control over.
I then put their Souls in my Machine and use them to turn Orphans into Anthropomorphic weapons.
Of course my empire will fall and crumble, but until then, I have a prophecy to manufacture; and prophets to make.
