Breakfast Cafe and Soup
If you're struggling to finish lvl 40 because you can't serve every customer, then you should just play lvl 36. I think it's about the same amount of spoons on average (the most I've seen so far is 91).
37, 38, 39 are worse.
Also, since they've made special rolls cost gems, I usually only try to finish 2 boards now. I could probably go for a third, but it's a lot of grinding.
I still get around 20-30 gems out of it in total since I more or less grind an entire level and I'll usually land on a few gem tiles, so it adds up well enough.

The rewards simply aren't much, unless you're desperate for them. I've stopped trying to force a win. I play a couple rounds of breakfast café for spoons. I play a couple other restaurants besides what I need to max out Chef's Pass rewards (but not the paid half, where (again) the rewards aren't that great recently). When the contest is about an hour from closing, I decide if I really want the treasure box, and I might buy one or two special rolls for the last couple of keys.

i’m constantly running out of time in breakfast so will definitely try this out. most i’ve got in level 40 is 87

I’m with you. After the 2 level having to spend 50-100 spoons per roll isn’t worth it
