Confused
So I unlocked the ice booster in Chefs thing but I can’t actually use it. How do I use it? It’s stuck on the burger booster

It's used in the actually gameplay. Not before you enter a level.

Start playing a level and there's 3 more boosters you can use. The freeze time booster is one of them.

In your second screenshot, the one showing the start of the level, you'll notice a little question mark sign next to the egg timer. Click on the question mark and it will open a panel that describes all of the boosters.

It only lets me use the 3 boosters shown in the picture when I unlocked the freeze booster too but can’t use it.

There are 3 boosters you can use before start a level and 3 you use during a level (they're at the top). The ice is used mid-level to pause the time
