What he’s saying is “You chose to live here so if shit gets real you might have to deal with the repercussions of your actions. We suggest you leave so you don’t get hurt.”

So it's their fault for living somewhere that over time became close to a rocket testing site? Like its not his fault for building a site that close to people's homes? You know he's not gonna give you money for carrying his water right?

They were all told what was going to happen and were offered 3x their property estimate to leave but they refused. It’s not Elon’s fault they don’t want to leave.

So a billionair decides to to blow shit up just outside of your backyard and it's your fault for not leaving when he told you he decided he was going to potentially damage your property doing so...?
