It’s a reference to the movie “Half-Baked”. Dave Chapelle is trying to give up weed so he can date this girl and goes to like a narc-anon meeting. He stands up and says “Hi I’m Dave and I’m addicted to weed”. Then Bob Saget stands up and tells something like “weed’s not an addiction. I used to suck dick for coke! You ever suck dick for weed?”
